It's probably the same model from ASR, or at least EXTREMELY similar. Just a different poly count.

That's true too. The thing is, as Metal Sonic is a mechanical construct, if you have a really good model for him, you could reuse it to high heaven and no one would really notice cause he should look the same everywhere anyway.
