I like to think of Tenma as complicated and human enough that against his better judgment he chose to program Atom with all range of emotion and decision-making even if it ever went against Tenma's wishes. If he was truly evil he wouldn't have made Atom the way he was.

The soundtrack is so bad that it makes Sonic Chronicles sound pleasant to the ears. For whatever reason they just royally fucked up all the instruments.
