People probably won't be making review score jokes about this because, as a GaaS game, the actual product could end up as fluid as No Man's Sky by now. The memes could be fresh for a while, but outdated as soon as fixes happen. So I kinda wouldn't put stock in the initial reputation being wholly relevant at the end of a games lifecycle in this day and age.

Also guys Bethesda's been the butt of buggy game releases for years; the Sonic 06 jokes aren't going away because of this, lol

The real thing to consider is that games this bad tend to kill franchises.

I think Fallout will live on, but it'll be interesting to look back 5 or 10 years from now and see what this game did to the gaming landscape.
