Zeraora really is just Lucario redesigned as Pikachu, isn't it?  Probably the best thing they could do with it in the anime is setting it up as a strange and fancy rival to Pikachu, but in the games I no longer care that the mythical Pokemon exist at all.  They serve no purpose except marketing.

There’s now a different code for each hat, so I don’t know if that means you can get all of them or not.

Based on the Official site, yes.  I lists steps to download one, then says "Repeat steps 2-8 to receive the other Pikachu.
