Videotape #2 is in Savannah Citadel Night Act 1.

In the second area where Sonic has to throw 1 of 2 Little Rexes at a switch to activate the platform, grab the other one before jumping onto the platform. There should be another switch off to the right that Sonic can throw the second Little Rex at, that activates another platform. Jump to this platform and it should take you to Videotape 2 and the 4th Moon Medal in the Stage.
