Also a recolor/edit of a Sonic balloon that Nazoshadow made for I think a birthday thing for Dread, IDK. 4 years becomes a blur.

Allow me.

By no means is it bad. Modelling-wise, it's decent. The lines vary in thickness, and aren't exactly fluid (they look too pixellated), which in turns reflects the shading. Your dithering is great, but parts aren't dithered, so there's a bit of inconsistency.

I also think the running animation should have smoother quill movement.

I don't know what else to say because I don't think I can help you even if I am a good artist. XD;

My advise just look at other people on DeviantART so you can get more creative ideas and get use to using MS Paint.

(and also if your serious about art get a Graphics Tablet, its quite fun to do Pixel Art with one)
