Sonic Forces Shadow Costume DLC

So I pre-ordered the Sonic Forces digital edition (very happy with the game so far btw) but what I noticed is that even though I have the promised Shadow costume, his shoes & tuft of hair aren't showing up in my available clothes.  Without spoiling the game, is this a bug or am I intended to get the rest of the costume later?  Thanks!
