A while ago, Hideo Baba (mostly responsable for working at Namco Bandai and making the Tales of franchise stand out and be localized consistantly) left that company and joined Square-Enix to make his own studio, Istolia. Now we're seeing the first fruit of that, announced at TGS.
We haven't seen much for now but i always at the very least appreciated Baba's works, even the ones i hate, so i'm optimisitc on this one.

That's because the game has been cancelled and the studio name disbanded: https://gematsu.com/2019/05/square-enix-closes-studio-istolia-cancels-project-prelude-rune

People are speculating Square did this to relocate the members of the team to aid the ones making the FFVII Remake in order to speed up the game development. Wouldn't surprise me.
