What song is this?

I'm pretty sure it's off some fan-based sonic game (Sonic Blitz3D Unleashed maybe...?)... but I can't find out what it's called / where it's from for the life of me. This isn't the original file, because I burned it to an audio CD wayyyyyy back when, and this is the only source of it I could find; also, I re-edited it to fit under 1mb.
