Did SEGA always had problems handling their franchises?

So, I've been doing some research about SEGA as a company and it seems like they had problems with handling their franchises ever since they first came out.  There was the incident with the SEGA Saturn way back in the 1990s, the downfall of the SEGA Dreamcast, how they have been handling Sonic games as of late by rushing out the games before actually completing them.  So, do you think that SEGA always had issues when it came to handling their games or is it just with certain games like Sonic the Hedgehog?
