Depends on how open it is.
Especially considering these games always need a tutorial buddy, so unless there's a neutral Tikal/ Omochao esque tutorial character bouncing around, it'll be one of the allies doing it.

Of course it's possible Tails is still the main ally and thus does the tutorializing. In that case, you're right.

There could probably be hint icons like with most games but maybe contextualized with whatever character is part of whatever zone speaking to Sonic. Like the first area has Amy but assuming the game is really open-ended, then Sonic could run to a new zone and lose his contact with her and end up hearing Knuckles or someone unless he clears the story objective of Amy's zone.
