I got the Mario and Luigi game for the GBA, and that reminded me of Paper mario. Is it by the same team?

It is not. I can't remember who do make it though. Paper Mario was done by Intelligent Systems, who also do the Fire Emblem series, Advance Wars series and oddly enough, Mario Kart: Super Circuit for the Game Boy Advance.

The Mario & Luigi series was made by AlphaDream. However, Shigeru Miyamato did play some part in the development of both series, if I'm not mistaken.
