Stirred up a comparison between the two. I think CD's has it lower in pitch and offset by one beat, but they're definitely the same raw sample.

Ehhhhhh...

 

I could probably believe they got some guys in to re-sing (re-rap?) that vocal themselves (the vox in the SS track sound Japanese-accented), but it is not the raw sample. No way.

Speaking of sample packs, that Skip to My Loops pack has a craptonna samples used in Rush, CD, and even the Jet Set Radio games. The Ska Cha Cha vox, the "you don't stop, you proceed", the vocals from the Japanese Sonic CD boss music...but not the "huehuehue" from Stardust Speedway as everyone thought. It's just a similar sounding vocal from a completely different guy.
